Harry,
The way that one could read the information pointed to with your link, would suggest that P99SE customers would be eligible for the special pricing. The information doesn't list any other earlier version as being "retired" and therefore they may not qualify as "retired". (Yes I recall that the user did state they had an unopened P99SE version. I'm just playing devil's advocate and pointing out possible limitations of the information supplied through the link.)
It kind of depends on the precise interpretation of "retired". Then just to confuse things further, they also throw in the term "legacy" in a few spots, with no definition nor example supplied. Leaves them 'options' to exercise at their discretion in any particular instance? Maybe the "special pricing" is only $100 off the regular retail price?
As far as Gisbert's original comment that Altium had done away with any special upgrade pricing for P99SE or older, that was actually started by Altium reps/sales people themselves. Obviously though, they must keep backtracking on that concept. I had been told the same thing by Altium employees several times in the last couple of years when they were having their semi-annual Fire Sales. I even have a quote from just over a year ago, quoting that after the special June 'Fire Sale' the pricing would change to full retail new purchase pricing ($11,000 USD), if we were to upgrade after June 30th 2005.

If you look on the following web page, you will
see that owners of previous versions of Protel
are entitled to "special pricing" on the newest version:
