The answer to your question, "Would DXP do it better?", is absolutely 
yes.  Altium Designer 6, which is the latest version of DXP, has a 
feature called database lilbraries.  It would seem to be a perfect 
fit for what you want to do.

You can read about the capability in one of the support documents for 
Altium Designer that is available online at:

There's nothing like that capability in the older Protel99SE.  You 
should be aware that upgrading will involve a fairly steep learning 
curve - much has changed, and there are MANY new features in the 
latest version of the software.
