You can easily build an ASCII lib entry in excel.

Import text into a worksheet, build the rest of the lib stuff around it & then 
save the resultant text as a prottle lib.

I can dig you out an example if you are interested, but I must warn that it is 
pretty crude.  Having said that, it works.
